Judge Matt Wolf for Pennsylvania Commonwealth Court

    Experienced Trial Attorney Experienced Judge

    Judge Matt Wolf is the Supervising Civil Judge of the Philadelphia Municipal Court.  As Supervising Judge, he guided the court through the pandemic, he started the heralded eviction diversion program, and he has focused the court on equity and access to justice.  

    A word from Supervising Judge Wolf

    In September of 2020, 27 days before I took over as Supervising Judge of the Civil Division, protesters were arrested for blocking the entrance to the Civil Division.  https://tinyurl.com/mrx44z69  Since then, I have help guide the Court to be a "National Model."  I now want to help all citizens of Pennsylvania.  That is why I entered the Commonwealth Court Election.

    Since 2021, Judge Wolf has been working with the National Center for State Courts through a grant from the Pew Charitable Trusts.  He is the only Judge for Commonwealth Court in this election.

    In making changes to court policy, Judge Wolf listens to both sides of cases as well as all court stakeholders who should have a say in how the court is run.

    Changes made during Judge Wolf's tenure include the revision of the court's website to an appropriate reading comprehension level, with interactivity and explanatory videos.  This Commonwealth Court Election is important.  Changes can be made for equity and access to justice.

    A reputable study found a disproportionate impact in alleged debt cases on single parent, women of color, heads of household.  Judge Wolf wants to reduce default judgments

    Judge Wolf is aware of the interplay between debt and housing in Pennsylvania.  People with Judgments against them have a hard time finding housing.  Without compromising creditors, how can we reduce he negative impact that judgments have on housing?  Solutions must be found!

    Judge Wolf's work on policy issues that may reduce Judgments and Default Judgments will never affect the rights of creditors.  The question is:  How can we help people without tipping the scale?

    Judge Wolf currently serves

    Judge Wolf is currently in the Pennsylvania Army National Guard

    Judge Wolf is a drilling enlisted Cavalry Scout soldier in Alpha Troop, 1st Squadron, 104th Cavalry Regiment, 2nd Infantry Brigade Combat team, 28th Infantry Division,  He successfully completed his Cavalry Scout MOS qualification in September, 2020.

    Judge Wolf served on active duty in combat zones

    Judge Wolf was ordered to active duty in the United States Army Reserve for three years, serving in Iraq in 2006, at Ft. Belvoir, Virginia at a Military Intelligence headquarters in 2007, and then in Kabul, Afghanistan in 2008.  In country, he served as a Foreign Claims Officer and Rule of Law advisor to the Afghan National Police on legal matters.

    Citizen Soldier since 2003

    Judge Wolf served as an officer in the United States Army Reserve from 2003 to 2020 and then resigned his commission to serve as a combat arms enlisted soldier in the Pennsylvania Army National Guard.

    Appellate Experience

    Judge Wolf gained a tremendous amount of experience on appeals, including this Supreme Court argument dealing with Constitutional Law and Election Law - which he won.

    As a Captain in the JAG Corps, Judge Wolf served as Foreign Claims Officer in Iraq

    Claims were paid for non-combat injuries and property damage caused by coalition forces and were paid after a full investigation.
